Why does Hero have two models in the same segment at almost same prices? Are they stupid?

On a serious note, why do they have two models at same displacement segment, with same features within a couple of thousands of rupees of each other? And why is the model with better power and torque figures on paper priced lower than the other? What's going on? Can someone throw some light on this?
