KSEB not coming to take reading.

The KSEB guys have not come home to take reading for the past three months. Last month a guy came to take the reading but he said it's a different meter and he is not able to identify how to take the reading and he left. And now for 3 months we haven't got the bill, even online when we checked nothing has been generated. What to do now? Will they cut the electricity connection?
