Static Electricity in lulu mall kochi

When i walk inside the lulu mall in edappally (Not on the ground floor), if someone touches me or if i touch the metal rails, there is a burst of static electricity(Like the one from a lighter) I know its not just me; some of my friends also mentioned the same to me. I was wondering what is the reason for this. My main issue is why is it not happening to me anywhere else other than lulu mall(lol).
