Governor vs States: South Indian states rebel against zero role in VC selection
Four South Indian states (Telangana, Karnataka, Tamil Nadu, and Kerala) are opposing the Draft UGC Regulations, 2025, claiming they undermine the autonomy of higher education institutions and federal structure. They are particularly concerned about the proposed norms for vice-chancellor selection, arguing it gives too much power to the Chancellor (Governor) and the central government, sidelining the role of state governments who primarily fund these universities. The states also criticize the broadened eligibility criteria for VCs, fearing it could lead to politically motivated appointments rather than merit-based ones. Additionally, they raise concerns about the new evaluation system for teachers, which includes criteria like external fundraising and community service, and the allowance for Assistant Professors to be appointed in subjects different from their undergraduate degrees. They believe these changes will negatively impact the quality of higher education and further centralize control over education.4
