Does these allocation makes any sense?

In a country where simple waiting area needs 20 laks budget can we make a rope way with just 3 crores? Bio park in 5 crore? Is these really possible?? And the last item is making no sense at all. The loan itself is 50 crore but allocation is just 20 crore? Am I missing something here?
