Any place to buy and read technical books in Ernakulam?

Anyone know of a library in ernakulam district that is open to public (with or without a membership) where technical books are also available to borrow/purchase, at the same time, sit and learn them? I am new to this place and would really appreciate if someone would help me find a decent place which is not very expensive to hangout and study regularly.
