A workshop near me makes big sounds, making it difficult to live

There is a woodworking shop near my house which uses machines that makes this huge sounds. They also release a lot of this woodpowder. Recently they go a new machine that makes even bigger sound. So the locality is full residential and this is the only workshop here. So how to tackle this? Any ideas? Anyone familiar with KBR rules? Is there any use in complaining to panchayat? Because this shop is run with support from political parties here as they have given bribes. Also most residents are kinda having dont care attitudes ( means they are afraid and previously when complained, fell to deaf ears) or are afraid even if its harming their kids (the dust is an issue and also the sound). Any ideas anyone on how to remove this guy? Edit: some people think i am dealing with some person whose only livelihood is this. Would like to add that this is a rich person with several establishments to his name. Thats the reason he is able to bribe and influence. And successfully muffle off the complaints of other residents who complained earlier. That is how they are now afraid and have the dont care attitude because the are fed up..
