Why does no one takes any action against these 'kinnars' who forcefully ask money?

Meri colony me recently 2 shaadiya hui. Shaadi ke agle hi din yeh Hijre waha aa gaye paise maangne. Unme se 1 family toh financially stable bhi nahi hai, the mother literally started crying ! But in logo ne ek nahi suni kisi ki, and literally forced them to give 21K! Also Dusri family is kinda good financially, but still they weren't interested in giving their hard earned money, but still with all the warnings they forced them to give 51k! Why does no authority stops them? Pehle tax me paisa do, fir inhe.
