Neighbouring plot used as Local Garbage Dump

Hello everyone, I live in Jaipur, Rajasthan. The land next to our home is empty and is used by everyone living in the locality as a garbage dump. There is a garbage collecting vehicle from Municipality that comes, but people I guess find it more convenient to just throw whatever waste they have any time over the wall into this property. The garbage dump is spilling out from the walls now so people are throwing the garbage with more force now so it lands more central. The owner of the property does not give a damn after asking him many times to do something about it. He does not live in the proximity of this land to feel how dangerous it is to live next to a garbage dump. Sometimes someone burns the garbage, and the smoke stays for a couple of days. It's not a good feeling when some friend/relative come to our home and they see all this garbage from the terrace. Neighbours are not going to stop throwing their waste there. I am pretty sure they will confront me aggressive saying it's not my property if I ask them to stop doing it. I am even afraid to call people to visit home, thinking they will notice I live next to a local garbage dump. I am also open to any creative solutions. Putting up a fence so high that no one can look the property from my home is a solution I do not want to use at the moment. Best thing would be to make this land garbage free and stop people from using it as garbage dump. Thank you everyone for reading it. I really hope you have friendly neighbours.
