Really need help!!

Ik this isn't related to celebs but i really need help. On 24th of November i ordered a jacket from this store and he keeps on making excuses that parcel is shipped and blah blah..... After 2 weeks i got frustrated and i said if i don't get it within 3 days you'll have to return my money since I've to go to a hill station, even after that he didn't ship so i texted him after 3 days and again he made an excuse and i gave him one more day but he still did nothing and then i got frustrated and i said just refund my money and this time he blocked me. I bought a jacket for 2.3k, i literally purchased the jacket for high price because I wanted. Everyone please help me, it'll be very helpful if you guys can text him on insta from my side.
