AC supply line

Hi All, Recently I installed AC(1.5ton 5star) in my house first time, till now I have single phase 1kW connection but my neighbor uncle who is working in MPEB told me that I have to increase the load on paper from 1 to 3kW (no physical changes needed) . Does it change my electricity rates and what are the consequences if I don't. TIA
