Where can I buy winter cloths from?

I am going to delhi & will stay there for few days, Last year I bought some jacket from decathlon because they claimed to be good up to 0 degree (when layered), but when I was in Rishikesh (last december) I was feeling a bit chilly there (I was wearing 4 layers & temp was no where near 0 degree) so now I dont trust that brand. I am terrible at bargaining so I usually avoid road side markets but I am willing to try if there are any good options. I live at vijay nagar so will prefer something near by, but I am also fine driving 10-12km.
