Rolling papers (or OCB) banned in Indore?

Bhiyaa Raam! I'm visiting Indore (hometown) after quite a while... are ocb papers banned here? I couldn't find it at any shops and get weird looks when asked? What's the scene here with rolling papers? Thanks for the help!
