Hiring Freelancer from Pakistan on fiverr

Is it okay to hire Freelancer from Pakistan on fiverr ? I wanted one flask web application build and I was browsing through all gigs I found one guy from Pakistan to be good he said he can complete the project but I wanted to know if anyone has hired any freelancer from Pakistan and if I made payments to Pakistani guy is there any issue I might face in future some kind of scam. I also don't know how payment on Fiverr works to Pakistani from India. This will be first time I am hiring any freelancer.
