UPS Shuts off as soon as power goes out. How can it be fixed?

My UPS is APC Back-UPS 1100. It shuts down immediately after the power goes out like 1-3 seconds. It is fully charged. It does not give any indication of battery failure. What could be the problem? How can it be fixed?
