JIO Deactivation

I just got a call from Jio they said that I don't recharge my second number it will go back in the market again. I saw this news few days back that people can keep their sim active with just 20rs a month but the jio lady said the minimum pack to keep my sim active is 189. Can someone tell me how to retain my number without spending much? i already have a 999 pack active on my other number.
