Amazon still does not do Open Box Delivery?

I was placing an order for a mobile via Cash on Delivery and I didn't see Open box delivery option anywhere. So, I chatted with a support agent, and he confirmed they don't do open box delivery? What if I get other things in the box and not the mobile? What's the safe way to order mobile from Amazon?
