Why are our institutions so corrupt and not helpful!?

Am just out right depressed after trying to do all the unnecessary paperwork to get passport for my mother , she is 60+ years old. Her old marksheet has a different birthdate, her pan card has a different birthdate and her aadhar has a different birthdate. She always provided her documents whenever a sarkari babu demanded for something and yet they typed and entered the wrong shit . I think due to reservations many of the people don't know basic of editing and stuff. Even they didn't entered her surname. My school certificate has her name surname as something entirely else from the caste we belong. Some websites say that pan card can be used to provide dob updation in aadhar card but the online allotment doesn't even recognise aadhar and when I talked with adhar seva kendra helpline they outright said that you need a birth certificate or marksheet or passport. And I need the fricking document for the passport , how does all this work for someone who don't know anything about bribery and stuff. Am just pissed I may not be able to phrase all my problems properly as am not in a very good mood since last few days. If anyone has ever been through some legal things like these Your help will meant a lot, help me in providing guidance.
