'Teacher Hit Me With Stick, Forced To Remove Clothes', are girls never going to be safe in our country??

I have read way too many similar posts where teachers punish kids in horrible ways - I thought it corporal punishment was illegal in India. Also, why is a girl’s modesty ( that too so young) not a cause of concern for anyone??
