My friend says Gandhi family doesn't interfere INC's office work

Recently, I was telling my friend how powerful the Gandhi family is, as they control the entire Congress party and remain in leadership even after a third loss in the 2024 Lok Sabha elections. However, he believes that Sonia Gandhi has little influence on policymaking and that Chief Ministers hold the most power in state matters. He argued that even during the UPA-1 and UPA-2 governments, offices were often controlled by her loyalists or sometimes even by her rivals within the party. According to him, the Gandhi family primarily creates a glass ceiling to prevent other party members from aspiring to the top position, thereby avoiding internal conflicts. He claimed their main role is to make final yes-or-no decisions on candidate selection. Additionally, he insisted that allegations of scams against the family are untrue, as they cannot spend money without public scrutiny. In contrast, he pointed out Prime Minister Modi's leadership style, where decisions are taken frequently and party leaders rarely oppose them, even if the policies seem doomed to fail.
