Indians lack both civic sense and rules.

The thing is yes Indians have the no civic sense in general but I think one of its factors is education and the surrounding also. Yar dekho mein India ko defend nhi kr rha I totally agree Indians have very very less or no civic sense but it can be attributed to these factors. No civic sense education(I read in an article that foreign schools of developed country tend to educate their population with regard to civic sense) The surrounding Believe me or not when the surrounding aren't clean in itself who would want to himself just go throw their garbage in the dustbin. Rules This all can be solved by implementing rules or whatever.I remember in my area people very very rarely used to wear helmets but last year a senior police officer I don't know the tank transferred gear and overseed the implementation of the rules for month to come. To this day he has transferred but I see most of the people driving with a helmet.
