What is the Minimum CGPA criteria to join PHD with gate and without gate?

My cousin is interested to join phd in IIT Delhi But her CGPA is less than 6. She has done her B.tech from IIT. Can anyone let me know the minimum CGPA criteria to get an admission with GATE and without GATE.
