Meeseva dopidi

I applied for an income certificate nearby me home recently and I was charged 400/- for the same. Eventually I recieved a message from MEESEVA saying that the cost was 45/- and I was shocked as this was the first time I applied. Was I overcharged or is it the same every meeseva charges in the city?
