Rta agent asked to 6000 for license

I don't have a dl (long story lost my old license and unable to lookup on their website) . So I spoke to an agent and he asked for 6000 to get me LR and full license both 2 wheeler and 4 wheeler later on ... i told him ok and shall pay 2k at LR and rest 4k for full license. He was acting as if he is the only way and said I need to pay atleast 3k on LR day ... is this the common ask ? Any one have any agent contact who provide a good and fair service ?
