In the middle of the road

This is in Nallagandla, Serlingampally, where I went to pickup some person who booked a ride. Some building construction is going and they poured this sand , right in the middle of road, causing hinderence to the people. I was told that, yesterday it was completely blocking the road today it is better. I don't know why some people do like this....
