Got 1000 rs challan for parking on road outside Botanical garden, Kondapur where 100 other cars were already parked. Can I contest it?

Has anyone here got a challan for parking at that place? As far as I remember, there was no no-parking board and I’ve been parking there since forever. Everyone does. That road is always full of cars. Does it mean all 100+ cars parked there got a 1000 Rs challan?
