Who is dhoomaketu

There is this telugu song where the lyrics go "పాములన్నిటి మ్రింగే బలుతేజి పైనెక్కు ధూమకేతువే మాకు దొర దైవము" Which roughly translates the dhoomaketu who sits on the Baluteji( could mean "a lot of light"), the one who eats snakes (referring to baluteji) So I wanna know who are these both? Are they garuda and vishnu or aruna and surya
