My employer isn't providing a leave for voting, what can be done?

As the title basically states, I asked the HR if any leave will be provided on 5th since all of us are from Delhi and would wanna go vote. I had to ask since it's a startup and shit like this is never clarified until the last day. The HR says no, CEO says company is in gurgaon and will follow Haryana policy even though apart from the CEO everyone is from Delhi. With recent firings they're cracking down on leaves no matter the reason and I think they'll offer warnings and shit for people taking leaves on the 5th. What's to be done? Im gonna take a leave regardless and make sure to register a consumer complaint if they bug me about it.
