So annoyed with careless neighbours!

I live in a rented flat in Sector 47. The house behind my flat has been wasting water every day, and it's been flowing constantly for the past 2-3 days. Sometimes it even flows excessively. Why do you think people take things like this for granted? What should be done about it?
