Sector 23: Neglected dogs

This is a case where a seemingly affluent family continuously keeps their dogs tied up outside, day and night, without proper care. I've also confirmed with people passing by that these dogs are neglected. I've attempted to reach out for help through various Instagram pages but haven't received any feedback. Can someone pursue this matter?
