Received EC, Sewage, Water demand on possession

Hi, Question to any anyone invested in of gated plot societies in Sohna / Gurugram: How much should be the approx charges for External Electrification, Water connection and Sewage charges? These charges the builder takes before giving possession. My brother has received a demand of around four lacs for just EEC, water and sewage chargea for around 100 sq yd plot in Sohna. Is this justified? Any guidance on this would be greatly appreciated.
