Are looks the first priority?

I have never asked out or approached or dated anyone as well. Just had a doubt that milky fair/ruddy complexion, tall height i.e 5'10, lean build (not a gym person) along with good dressing sense suffice for someone being interested in me, although i don't look good i feel and i'm most of the times insecure about my looks as well. I feel i will be judged so mostly not talk with people as well. Is being fair still seen as attractive by women?. So me being naive wanted to know if girls would definitely be interested to be with me as i'm someone who is not into hookups and stuff want to be in a genuine long term relationship, and dating apps have not worked for me at all. Also as a matter of fact never got complimented as well. I'm currently working, earn quite well and have engineering background so i also wanted to know where should i approach people for the intention of genuine long term relationships. I put up in Delhi, just adding as a reference. I shall be grateful to all the lovely ladies/handsome bros here if you can please share your opinions and views openly, it would help me quite a lot, many thanks!.
