WHY NOT THIS?

Can Someone Help me on this as I was surfing The Internet find this on Career Page of IndiGo As you see the requirements of SFO the Last line which i highlighted it Means Anyone with Experience of 1500 hrs (250 multi) holding ATPL can directly apply for SFO Then Why Pilots with CPL (Jobless) are sitting idle why not gain hours and Apply for it I am Sure that Competition would be much less in this I might be totally wrong maybe I don't know how to read this requirement Help me out
