Why is government not taking any long term action on the air pollution in Delhi?

Like,literally the right now(9/1/25) is around 390 something and whenever it goes down they just remove the grap 3 or 4 whatever and when it goes high they implement It again, IDTS there can be any major improvement in the air quality through that, isn’t there any long term solution for this?
