Will Quadrantids meteor shower be visible from Dehradun?

Hello folks, I don’t live in Dehradun but I wished to catch quadrantids, asking the locals and the people who know the place these questions 1. Is the weather supportive to catch this meteor shower on the night of 3rd and 4th January 2. Any recommendations for a safe place to stay at in Dehradun( not in Mussoorie ) for a female solo traveller? Thanks!
