Will they lay new roads after completing the drainage work before the rain starts?

If you see most of the roads in Coimbatore are dug up for the drainage work and they haven't completely patched the roads. It's been so many months. There are a million potholes in every other road. Not small ones, such big ones that it's really bad for our vehicle suspension and gear box. Not a problem if you have a 4 wheel drive. Last year during the rain, our car got stuck in a pothole at night and we had a tough time moving the car. So I'm wondering will they complete the work and lay the new roads before the start of rains in July?? If not for new roads I really wish they atleast fill in the potholes.
