35% Fine for a Late Payment – Fair Charge or Legalized Loot?

I was out of town and too busy to notice the notifications. The due date for my electricity bill was February 10th, but when I finally checked and tried to pay today, the updated amount included a 35% fine on the original bill. Isn’t this daylight robbery by the electricity board and the state government?
