Why chennai is so difficult

I am right now going around in Chennai and Why are autos and cabs so annoying and dishonest. They will tell different stories and ways to be paid more all the time. It is soo difficult to get to one point with these sources of transport only available for a better and easier modes. Once I told this auto driver, why it is so difficult in Chennai & why no honesty. He just says why do you have to come to Chennai then, be where you are. No sense of social support no sense of understanding anyone. Why is it so difficult for them to get it or even talk to the passenger sitting behind. Is it just the language barrier that one knows none other than Tamil and other knows no Tamil. How and why is it not being talked!!!
