What is the procedure to convert a commercial property into a residential property in Chennai?

Same as above. A relative of mine has a small shop space which they had let out for a grocery store. Now they plan to live in that space and convert into their home. In this regard, how do they convert it into residential space for the purpose of EB tariff and Property tax ? Thanks in advance
