Is this true?

I visited Thiruvanmiyur Beach this evening, and there were many people either on their usual walks or celebrating New Year's Eve. Interestingly, the police were asking everyone to leave the beach and asked them to cooperate in vacating the area. Is this true? I've never experienced this before, and it felt completely new to me. I wasn’t aware that beaches in Chennai were not allowed for New Year celebrations. Can anyone explain why? My question is, where would people go instead? Are there any parties being organized, and if so, would I be invited?
