Crumbling TNUHB tenements put lives of residents in danger

Is it natural for old buildings to collapse like this? If the buildings are past their strengths, why haven't these people been relocated yet? Hundreds of lives are in danger. The picture itself is scary to look at. The plight of the residents there are worrisome. Hope the government doesn't let it turn into a Maaveeran-like situation (the incidents described eerily resemble some scenes though)
