Vehicle ownership transfer by Succession.

I need to transfer the ownership of the vehicle ( Our Activa) via Succession from my dad's name to mine after his demise. Is a legal heir/succession certificate necessary? Can this be done without those certificates? From what I see these certificates cost a lot and I don't have anything else apart from this vehicle that might require a use of legal heir certificate. Can someone please help and guide with the process? Thanks.
