Is it mandatory for a challaning official to wear body cam if using e-challan?

I found this document https://chandigarhpolice.gov.in/pdf/Notification%20Circular/sop_e-challan.pdf It states "Challaning Officers of Traffic Wing shall use body worn cameras as per the procedure".
