Help me PCC Abroad

Hi I am the fiancee of a wonderful indian women. We are in the process of starting here immigration process to the US. We have passed the first.The problem is her PCC. She is not a criminal. She just has the wrong address on her documents. She explained this too the police. And they rejected immediately. I am open to legal and semi illegal solutions (like bribery) to get her pcc.
