Drivers License

hey guys. I've been meaning to apply for driving license but i could not because i was traveling a lot, and when i tried it the sarathi parivahan site showed " service temporarily disabled for your area. " i checked it in October and and today, I'm aware that site is under maintenance today but the message is same as it was in october. How do i go about it now? submit form and documents offline? do i need to fill form again? as i have my learners license which is expiring on 15th January. Alos appointment page pe konsa reason select karu ? the closest option regarding the matter is " driving license test " or should i just go to rto without appointment?
