Buying a 12 year old vehicle

Hi Good people of Chandigarh, New to Chandigarh. Moved here from the south. Thinking of buying a second hand 13 year old vehicle as a second vehicle. Vehicle is in pristine condition and used below 10k kms. Will be here for 3 years maximum 4. I think I will need to re-egister my vehicle in one of the 2 states ( PB / HR ) or C Qn - What is the policy here for re-registration of old vehicles beyond 15 years? Can it be re-registered or is it mandatorily scrapped. Tried searching online ended up getting confused. Can someone please help. PS - Don't tell me to buy a new vehicle; Don't have that budget and I am getting a great vehicle for a good proce.
