The absolute moron I encountered on the way to work yesterday

He was driving real slow when I came up behind him. Didn’t think much of it and overtook him (probably someone looking for an address). I was waiting at an intersection when I happened to look into my rear view mirror. Here was this moron, clear as day, working on his laptop while driving! Notice how close he passed to the pedestrian. Also he’s got most of his vision covered by that damn thing! I wonder if I can report him to the police?
