Is it a major concern?

Hyundai Creta a year old and Lot of rusting near the brakes on all four wheels and when I asked the Hyundai service personnel he told it's normal and not to worry, but my wheel balancing guy told me it wears down the break pads sooner than usual and it's just company trying to push the invoice bill for the next service. He advised me to get the brakes painted which makes the overall aesthetics look better and prevents the break pads from wearing out. Do let me know what's the best thing to do.
