Is Permaculture possible in Bihar?

Saw some youtube videos on life after retirement and really excited about Permaculture. I can afford buying a bulk land but I do not see such large parcel of land in my village in Darbhanga district. I am looking for around 4 acres of land to get started preferably in Darbhanga or Madhubani. (Around 24 Katha = 1 Acre I guess). Please suggest.
