Govt vet in lehriasarai darbhanga.

Rescued an indie pup three days ago he was almost dead in the cold morning. Fed him milk w rice thrice a day. He's better but his body is very rough, he's dirty and keep shivering? I'm a student and can't afford his care, my family wouldn't help. Is there any govt vet nearby? Or even an animal ngo?
